The State Consumer Disputes Redressal Commission was established on 24.08.1988 vide No.STM 74/87/202-203 (David Zothansanga. “Consumer Protection-Redressal Machinery with Reference to Mizoram” from “Consumer Awareness and Consumer Protection” edited by Srinibas Pathi & Lalrintluanga p. 199). In short it is called State Commission.

 

As enshrined in the preamble of the Act, Consumer Commission was established to provide better protection to the consumers. Better in the sense that this act envisaged to achieve what other legislations could not achieve or failed to achieve. It is deliberated that the procedures before the redressal agencies should be free from the chains of sluggish judicial procedures. It may be noted that all the provisions of the Code of Civil Procedures (CPC) are not applicable to the proceedings before the Consumer Commissions. Accordingly, the trials before the Consumer Commissions are summary in nature i.e without the customary legal formalities.


The State Commission's original site was nearby Zodin Square's Canteen area, where it occupied Mr.Chhetri's building. State Commission started functioning in Pu Chhetri’s building at Canteen Kual, Near Zodin Square. In the intial stages of the establishment Consumer Commission was under the aegis of Food & Civil Supply Department and then under Law & Judicial Department from 1996 onwards. However, Consumer Affairs was handed back to Food and Civil Supply Department vide Notification No.A.46013/1/95-GAD/Loose dated 17.11.2004 and from this day onwards it was renamed as Food, Civil Supplies and Consumer Affairs Department.
